Finance Ministry Allocates Rp10.25bn for BLBI Case Resolution in 2025

TEMPO.CO, Jakarta - The Finance Ministry has allocated a budget of Rp10.25 billion for a program to address state debt collection rights arising from the Bank Indonesia Liquidity Assistance (BLBI) fund case in 2025.
“To continue our efforts to recover state debts from BLBI cases, we have allocated Rp10.25 billion for extra initiatives and action plans,” said Deputy Minister of Finance I Suahasil Nazara during the Working Meeting with the House of Representatives (DPR) Commission XI in Jakarta, Monday, September 9, 2024.
The allocated budget will be utilized for four key programs. First, it will support the establishment of the BLBI Fund Debt Handling Committee to replace the existing BLBI Task Force. The Director General of State Assets at the Finance Ministry, Rionald Silaban, explained that the BLBI Task Force's active period is set to end on December 31, 2024.
Therefore, the formation of a permanent committee to collect state debts from BLBI cases is proposed. “While the form may change, the need to recover state debts remains. That's why we propose establishing a permanent committee,” he emphasized.
However, Rionald noted that the plan to form this committee is still under discussion. Furthermore, the budget will also be used to continue efforts to restrict civil and public services and prevent travel abroad for debtors.
Additionally, the budget will be allocated to enhance information tracking related to debtors and obligors with significant and affiliated obligations, including support for investigative audits conducted by the Financial and Development Supervisory Agency (BPKP).
The Finance Ministry will also collaborate with the United States government to conduct training programs aimed at improving asset tracing capabilities. The target for handling BLBI debt collection rights in 2025 is set at Rp2 trillion, comprising non-tax state revenues (PNBP) of Rp500 billion, physical control of Rp500 billion, and confiscation of Rp1 trillion.
As of September 5, 2024, the BLBI Task Force has successfully collected funds totaling Rp38.88 trillion. This amount includes PNBP to the state treasury of Rp1.84 trillion, confiscation or handover of collateral of Rp18.13 trillion, control of property assets of Rp9.21 trillion, determination of usage status (PSP) and grants of Rp5.93 trillion, and non-cash state capital participation (PMN) of Rp3.77 trillion.
