TEMPO.CO, JakartaDeputy Speaker of the House of Representatives (DPR), Sufmi Dasco Ahmad, responded to criticism of the government's plan to place TNI soldiers and National Police (Polri) personnel in civil service positions. He emphasized that plans to place TNI-Polri members in several civilian institutions will be carried out on a limited basis.

"That's for special cases only, to be determined by the president. So, not all (personnel)," said Dasco when contacted by Tempo on Monday, June 3, 2024. "There shouldn't be as many (personnel in civil positions) as regulated in the ASN Law. Most likely one or two additional positions as needed."

Dasco said that several ministries/institutions such as the Ministry of Marine Affairs and Fisheries require military and police personnel to hold important positions. "For example, the Directorate General of Capture Fisheries must be headed by a Navy personnel as it requires coordination with the Maritime Security Agency (Bakamla) and the Navy, must be filled by Navy members," said Dasco.

In practice, Dasco explained that placing military officers in certain ministerial positions has occurred in the past. Therefore, this practice can be outlined in the ongoing Draft Government Regulation (RPP).

The government plans to allow civil service positions to be filled by the TNI-Polri members and vice versa. The plan was submitted by the Minister for Empowerment of State Apparatus and Bureaucratic Reform Abdullah Azwar Anas and will be outlined in a Government Regulation. 

Anas claimed that the substantive aspects of the regulation, targeted for completion by the end of April 2024, are expected to be implemented and embrace the nation's best talents to become part of bureaucratic reform and national development.
