Ferienjob Program: Jambi University Gets Rp230,000 per Student in the MoU with SHB

TEMPO.CO, Jakarta - In the Memorandum of Understanding (MoU) on the Germany's Ferienjob program collaboration dated June 19, 2023, signed by the Chancellor of Jambi University, Professor Sutrisno and the Director of PT Sinar Harapan Bangsa (SHB) Enik Waldkönig, which included an attachment stating that for each student's departures from Jambi University, the university would get Rp230,000 per student. The funds are referred to as CSR (Corporate Social Responsibility) from SHB to Jambi University.

The copy of the MoU document obtained by TEMPO contains a CSR funding scheme for universities with four points as follows:

1. Rp230,000/student for students with a total of less than 250 pax.

2. Rp80 million/ 250 students + 2 pax companions from partner universities to Germany.

3. Rp200 million/ 500 students + 2 pax companions from partner universities to Germany.

4. Coverage for 2 pax to Germany includes sponsor and supporting sponsor documents for visa, round trip plane tickets from Indonesia to Germany to Indonesia, accommodation (residence, transportation) for a maximum of two weeks in Germany.

Enik Waldkönig's attorney, Husni Az-Zaky, when asked about the contents of the agreement and CSR funds, stated that he did not know the details. However, he said that Enik only signed a contract with UNJ (Jakarta State University). After that, he said, Enik returned to Germany. However, after Enik's Indonesian colleague in Germany, Ami Ensch, offered cooperation because she claimed to have many contacts at universities, Emi used the SHB stamp. "Those who communicate with universities are via CV-GEN. We only accept, later on there will be a number of students (who arrive in Germany)," said Zaky. CV-GEN is a company that provides web portal creation services which was founded by Ami.

Zaky claimed that his client did not read the entire thing signed with the university. "From the start, our client also disagreed with the mention of internships," he said.

Meanwhile, Jambi University confirmed that there was an MoU agreed upon by both parties at that time by the old Chancellor of Unja, Professor Sutrisno, and the SHB party, namely Enik Waldkönig. However, Unja Public Relations Officer Mochammad Farisi denied that there was any flow of funds into his university. "It is true that the MoU exists, but we do not accept the flow of the CSR funds. We confirm that no funds will go to Unja, confirmed by the treasurer on March 26, 2024," said Farisi when contacted by TEMPO on Saturday, March 30, 2024.

Farisi said that the signatory of the MoU was the old chancellor, Professor Sutrisno. Currently the Chancellor of Unja, Professor Helmi. "Even Unja, in relation to the handling of Ferienjob program in Germany, is open to students. We have gathered 87 students who went and asked them to tell us openly with companions for students who call themselves victims," said Farisi.

Because, said Farisi, there were 33 students who said they were happy with the German Ferienjob program and had gained new experience working there. "We don't deny that there are problems, but there are also those who can travel to France and get a salary without deductions," said Farisi.

This data, said Farisi, was known to the campus from the form the university gave to the students who were collected. Even apart from those who were successful and there were problems, there was one student who failed to go. A TEMPO source said that there were four students who failed to leave.

"The student who failed to go spent the money using his own funds. Because he felt like he was at a loss by not going for his German internship, the student asked to be able to continue his Bachelor's degree at Unja without any fees," said Farisi.

Farisi said he did not expose successful students because he respected the students who were experiencing problems. But, said Farisi, for the four Unja students who claimed to be victims, the campus facilitated them to speak openly to the public without pressure.

However, Unja has not been able to accommodate the replacement of the bailout funds which then become a burden on students. Because the funds were issued by the SHB, not funds issued by the university.

Farisi said that based on the student's form, it was discovered that there were three distribution agents in Germany, namely Run Time, RAJ, and Brisk. "I suspect that students who are doing well are in the distribution of Run Time agents," said Farisi.

Salary Cut

Based on a TEMPO interview with one of the Unja female students who was a victim of German Ferienjob, RM, 20 years old, said that after being moved from place to place, RM was employed in a fruit sorting factory working standing for 8 hours, was laid off unilaterally, mixed her bedroom with male co-workers, and was most recently employed as a construction worker by the owner of the RAJ distribution agency named Anna. Until returning to Indonesia, RM's salary was cut. RM should have pocketed 1,284 Euros, but the net salary he earned was only 451.21 Euros.

Ferienjob Case, National Police Headquarters Names 5 Suspects

The National Police Criminal Investigation Department (Bareskrim Polri) Headquarters has named 5 suspects related to this German Ferienjob under the threat of the Crime of Human Trafficking (TPPO). The 2 suspects are Indonesian citizens who are currently in Germany. For this reason, the Directorate of General Crimes (Dittipidum) is coordinating with the International Relations Division and the Indonesian Embassy in Germany to handle the two suspects.

The two suspects are Enik Rutita alias Enik Waldkönig, a 37 year old female Indonesian citizen from Madiun who is married to a German citizen. She is the Director of PT. Sinar Harapan Bangsa (SHB). Meanwhile, another suspect is Amsulistiani alias Ami Ensch, an Indonesian citizen from Makassar who lives in Germany. Ami is the boss of CVGen. These two companies are suspected of playing an active role in dispatching and processing documents and collaborating with 3 distribution agents in Germany; Run Time, RAJ, and Brisk.

The three other suspects are Sihol Situngkir, a professor, originally a professor at the Faculty of Economics, Jambi University and still registered as a State Civil Apparatus at Unja. But Sihol is no longer a lecturer at Unja, he was once the Chancellor of St. Thomas Medan and worked for 12 years at the State Secretariat. There is also AJ (female) 52 years old, MZ (male) 60 years old, both from Jakarta State University (UNJ).
