Ombudsman Reports Maladministration in Rempang Eco-City Development

TEMPO.CO, Jakarta - The Ombudsman investigation found several maladministration issues during the controversial development of Rempang Eco-City. Ombudsman member Johanes Widijiantoro summoned personnel of the Ministry of Agrarian Affairs and Spatial Planning, the National Police, BP Batam, the provincial government of Riau Islands, and the Batam city government.

"In principle, the Ombudsman found maladministration relating to neglect, dragged-out suspension, and unprocedural actions within the context of Rempang Eco-City development," Johanes said during a press conference on Monday, January 29, 2024, in South Jakarta.

Ombudsman highlighted the September 7 and 11, incidents involving the police. During the time, Rempang residents' rejection of the Rempang Eco-City project was met with alleged violations of human rights by members of the police and the joint apparatus.

In principle, Ombudsmas demanded the police prioritize restorative justice in dealing with the residents who are currently fighting for their rights to not be relocated.

Based on Police Regulation No. 8 of 2021, restorative justice is a criminal resolution involving perpetrators, victims, and various stakeholders including societal figureheads through peaceful means.

"Ombudsman believes Rempang residents are fighting for their interest to remain living in the area," he said. However, he did not deny that the police are within reason to conduct law enforcement. 

In addition, Ombudsman also requested the Ministry of Agrarian Affairs and Spatial Planning to conduct proper conversion for the land in Rempang by prioritizing the non-discrimination principle.

"No matter who demands their rights must be processed appropriately, including those in the case of Rempang Eco-City development," he added.

The five institutions, Johanes said, have received the Ombudsman's reports and the proposed corrective actions to be taken. Ombudsman gave 30 days for each institution to respond to the report.
