131,610 Village Officials Trained in P3PD

TEMPO.CO, Jakarta - The Acting Director General of Village Governance at the Ministry of Home Affairs, La Ode Ahmad P Bolombo, announced that the Strengthening Village Governance and Development Program (P3PD) for the year 2023 has been completed.
"As many as 131,610 individuals in 33,458 villages across 257 regencies/cities and 37 provinces have now completed the program," he stated while virtually inaugurating the Regional Coordination Meeting (Rakorda) to Evaluate the Implementation of the Strengthening Village Governance and Development Program (P3PD) in 2023 simultaneously held in Yogyakarta and Medan on Monday, December 11, 2023.
Based on data compiled by the Central Project Management Unit (CPMU) Secretariat, the budget absorption progress as of November 30, 2023, was 63.4% for the Ministry of Home Affairs, 62.32% for the Ministry of Villages, Development of Disadvantaged Regions, and Transmigration (Kemendes PDTT), and 76.63% for the Coordinating Ministry for Human Development and Culture (Kemenko PMK).
However, he acknowledged that the implementation of activities and the budget for P3PD in 2023 were not optimal. There were various obstacles and challenges not only from the technical-administrative side but also from the political aspect.
"In 2023, it is also a political year, so adjustments need to be made to the planned timetable for the implementation of activities," he explained.
According to La Ode, an exit strategy for strengthening government officials and village institutions is needed for the continuity of P3PD in 2024. Thus, the role and involvement of provincial and regency governments are crucial for the continuity of the current program.
"I request that the achievement level of P3PD activities in all P3PD locations be shared, along with discussing best practices and addressing the challenges and obstacles in the implementation of P3PD in 2023, as input for the 2024 policy," he stated.
On that occasion, La Ode explained that the government initiated P3PD in 2020. This program is implemented by three ministries/agencies: the Ministry of Home Affairs (Kemendagri), the Ministry of Villages, Development of Disadvantaged Regions, and Transmigration, the Ministry of National Development Planning (Bappenas), and the Coordinating Ministry for Human Development and Culture (Kemenko PMK).
Kemendagri carries out capacity building and institutional strengthening of village governance, the launch of regional learning systems through digitization, and the strengthening, supervision, and management of village officials.
For the enhancement of the capacities of village government officials and village institutions, face-to-face training activities are conducted. This includes training to strengthen the capacity of village government officials and Village Consultative Bodies (BPD), as well as the village's existing institutions, such as PKK, LKD/LAD, and Posyandu.
