Jakarta to Collect 10 Percent Tax from Online Food Service

TEMPO.CO, JakartaThe Jakarta Regional Revenue Agency (Bapenda) planned to introduce a new policy on regional taxes and levies, which would see online shops or marketplaces providing food delivery services to become tax collectors for restaurant taxes.

“I agree that this must be taxed, [but] t needs further discussion. This has been regulated in the regional regulation that it will be a restaurant tax at 10 percent,” the Bapenda Head Lusiana Herawati said in a meeting with the Regional Regulation Formation Agency (Bapemperda) on Wednesday, Nov. 8.

Lusiana said her agency still needs to explore the business process of each online shop that provides food delivery services as a tax collector. One thing being studied is the commission percentage. 

The agency will discuss the tax collection mechanism with the Ministry of Home Affairs and the Ministry of Finance.

She also said that the agency alone cannot monitor all partners in online shops, so it is necessary to appoint other parties as tax collectors. For example, if a customer in Jakarta orders food outside the city for someone else, the restaurant or other place of transaction in Jakarta will be taxed.

Lukmanul Hakim, a member of the Jakarta Legislative Council (DPRD), suggested that the city government should be more careful in determining tax objects to optimally determine regional levies.

“So we draft the rules for the Bapenda to optimize the regional levies for regional development. This is what needs to be emphasized,” Hakim said.

Previously, the Jakarta government collaborated with service operators and the Finance Ministry to discuss tax regulations for online motorcycle taxis or online ojek and online shop services.
