45% of Indonesian Community Healthcare Centers Pose Inadequate Human Resources

TEMPO.CO, Jakarta - The head of the Ombudsman Mokhammad Najih stated that 45.63% out of 10,454 community healthcare centers in Indonesia have inadequate medical human resources. "4.17% out of these facilities have no doctor," Najih said during its reporting season on Wednesday, September 27, 2023.

Meanwhile, Health Minister Regulation No. 43 of 2019 on Community Healthcare Centers provided that every healthcare center has to possess at least nine types of human resources. 

Ombudsman Assistant Bellinda W. Dewanti mentioned that one of the healthcare centers with inadequate human resources is Tantan Community Healthcare Center in Muaro Jambi Regency.

According to Bellinda, a number of civil servants or medical personnel are hesitant to work in the healthcare center due to a lack of sufficient road access to the center. 

The Ombudsman urged the Health Ministry to evaluate the medical human resources. "In the context of procurement and distribution we ask the Health Ministry to evaluate the quantity of human resources and downstream to attain the competency of the human resources," Bellinda explained.

The commission reported studies in four provinces in Jambi, North Kalimantan, West Java, and Maluku from May 22 to 27 and June 5 to 9 periods. The four provinces were picked due to an overwhelming number of complaints received by Ombudsman.

"We also confirmed the findings with several institutions with overlapping interests with the study, namely the Health Ministry, Social Health Insurance Administration Body, Ministry of Home Affairs, and other practicians," Bellinda concluded.
