Jakarta Government Denies Statement of Ciliwung Tunnel Land Acquisition Responsibility

TEMPO.CO, Jakarta - Acting Head of the Water Resources Department Jakarta Ika Agustin said that the Ciliwung Tunnel land acquisition is the responsibility of the Public Works and Housing Ministry, not the provincial government. 

According to Ika, the land acquisition process went on from 2019 to 2021. "The land acquisition responsibility falls to the ministry. This is different from the Ciliwung normalization," Ika said in the Ciliwung Tunner area in East Jakarta on Monday, July 31, 2023. 

President Joko "Jokowi" Widodo officiated the Ciliwung Tunnel today, on Tuesday, July 31, 2023, after the project was suspended for 11 years. According to Jokowi, the provincial government failed to resolve the land acquisition issue which stopped the drilling activity.

According to Ika, the provincial government is only authorized to release the location designation while the land acquisition and physical development befall the Public Works and Housing Ministry. "The provincial government was responsible for the Ciliwung normalization, but for this project, we are only responsible for the location designation and coordinate," said Ika. "Land acquisition should be done comprehensively and in parallel."

Previously, the government conducted a joint meeting with National Land Agency Jakarta on Tuesday, October 25, 2022. The meeting led by Heru Budi discussed the acceleration of Ciliwung normalization and other disputed lands. 

The former Jakarta Regional Secretary Marullah Matali stated that one of the agenda discussed in the meeting was the location designation extension. The extension was submitted since Anies Baswedan's decision governing the location designation was expired. The third point in the Governor's Decision No. 224 of 2019 stipulated that the location designation for outlet development is enforced for 2 years and can be extended for a year. Meanwhile, former Governor Anies Baswedan inked the decision on February 13, 2019.
