Ministry Proposes Including Anti-bullying Article in Omnibus Law Health Bill

TEMPO.CO, Jakarta - The Indonesian Health Ministry has proposed the inclusion of anti-bullying articles in the Omnibus Law Health Bill. According to the ministry's spokesman Mohammad Syahril, this is because doctors are often silent about bullying.

"Many doctors are afraid to speak out in public because it is a risk to their future careers. They tend to say nothing and just accept the bullying. We, therefore, propose protection in the Health Bill," said Syahril in a written statement on April 20.

The article of protection against bullying is contained in article 208E point d which reads: "Students who provide health services are protected against physical, mental violence and bullying."

In addition to students, Syahril explained that anti-bullying also protects doctors and health workers from sexual harassment. Article 282 paragraph 2 states that "Medical workers and health workers can stop providing health services if they receive treatment that is inconsistent with human dignity, morality, decency, as well as socio-cultural values including acts of violence, harassment, and bullying.”

Syahril said that it is important to avoid bullying so that the Specialist Medical Education Program system can run according to ethics, meritocracy, and professionalism when the country is in a crisis of a shortage of specialist doctors.

"We have to simplify specialist education programs. Entrance must be cheap, not difficult, and must be based on merit instead of 'recommendations'," he said, adding once the students are enrolled, they should not be faced with non-technical obstacles.
