BPN Head Talks about Land Ownership around Pertamina Plumpang Depot

TEMPO.CO, Jakarta - Minister of Agrarian Affairs and Spatial Planning or Head of the National Land Agency (ATR/BPN) Hadi Tjahjanto is investigating land ownership around the state-owned Pertamina oil depot in Plumpang, North Jakarta, which caught fire on Friday, March 3, 2023.
The former Indonesian Military (TNI) Commander ordered the Head of the North Jakarta Land Office (Kakanta) to directly visit the location and identify land ownership around the fuel oil terminal.
“Yesterday, I ordered North Jakarta Kakanta to visit the area to identify which (land) belongs to the people, Pertamina, or PT (private party). Please measure it, and then report the results to me,” said Hadi, on Tuesday, March 7.
The results of the land ownership identification will soon be conveyed to the local community so that they can obtain certainty regarding the legality of the land where they have been living.
The ministry’s Secretary-General Himawan Arief Sugoto said the government has been paying attention to land issues at the Pertamina Plumpang depot for a long time, especially regarding the surrounding areas which are densely populated.
“We will check it. If it is community land, then there will be a penlok (location determination) program and land procurement. But if it is Pertamina's land, there will be other provisions which we will discuss later with Pertamina,” Himawan explained.
However, he argued that the area around the oil depot should have been a buffer zone to anticipate fires.
As widely reported, a fierce fire at the Pertamina Plumpang depot occurred on Friday, March 3, at around 20:00 local time, killing dozens of people.
PDIP and PSI politicians then questioned the issuance of a temporary building permit (IMB) for the area by the former governor of Jakarta Anies Baswedan to Tanah Merah residents who live around the Plumpang oil depot.
According to them, the residents should have been relocated instead of being given a permit. However, Head of the Jakarta Public Housing and Settlement Area Agency Sarjoko said the IMB issuance was aimed at fulfilling the basic needs of residents, which include clean water and road access that support people’s mobility and economy.
