No Need for New Infrastructures, ERP to Tackle Jakarta's Congestion, Observer Says

TEMPO.CO, Jakarta - Transportation observer Darmaningtyas opined that Jakarta provincial government and the central government do not have to build new infrastructures to tackle congestion in the capital.
Instead of opening new roads for MRT, LRT, toll, and flyovers and expanding roads, he suggested the government control all activities that interfere with the smooth running of the road in order.
“Optimize the function of the roads from any form of dysfunction, such as [illegal] parking areas, street vendors, and people’s activities that often block roads,” said Darmaningtyas to Tempo on Wednesday, February 22.
The head of the Transportation Study Institute (Instran) said that other than optimizing the road function, the city administration and the central government could take a number of measures as follow:
1. Mandates all state apparatus in Jakarta, both the provincial government and central government employees, to use public transportation. The government could grant transportation allowances for them and employees of state or regional-owned enterprises in the form of vouchers.
2. Implement the provisions in Regional Regulation (Perda) No. 5 of 2014 concerning transportation which regulates the use of public transportation, control of garages for private car owners, restrictions on motorized vehicles in certain areas and times, and others.
3. The construction of the MRT, LRT, toll roads, flyovers, tunnels, and new roads have proven unable to beat congestion. Instead, road construction is a form of an invitation to use private vehicles.
Additionally, Darmaningtyas advised the government not to continue the electronic road pricing (ERP) program to deal with Jakarta’s traffic jams.
“Forget ERP because it will never be realized in Jakarta as long as there are many people in interest. If it is wanted to be realized seriously, just integrate ERP with the toll payment system of MLFF (multi-lane free flow),” Darmaningtyas argued.
