TEMPO.CO, Jakarta - The Strategic Indonesia Police Study Institute (Lemkapi) executive director Edi Hasibuan considered that electronic road pricing (ERP) in Jakarta would negatively affect the community. He, therefore, requested for the plan to be canceled.
The academic from Jakarta Bhayangkara University said that the policy implementation would not only be burdensome for people who own vehicles, but also for those who don't.
For example, passengers in online ride-hailing services might also have to bear additional costs when they have to pass through routes with ERP. "The ERP policy on 25 roads in the capital city could increase the burdensome for the people," he said, adding that it would likely cause congestion on other roads that don't implement ERP as most vehicles would tend to go to that routes to avoid the roads with ERP.
The odd-even traffic policy currently being implemented has already been troubling the community. With the implementation of ERP on the 25 roads, the people might have to pay double, said Edi.
Jakarta provincial government plans to implement an electronic road pricing policy, with the tariff proposed by Transportation Department ranging from Rp5,000 - Rp19,900 for one trip.
In the Regional Regulations Draft (Raperda) for Electronic Traffic Control (PPLE), it is explained that the policy aims to limit vehicles on certain roads, areas, and times electronically. Referring to the draft, the ERP will be implemented in 25 road sections or areas that meet the criteria.
Previously, the Acting Governor of Jakarta, Heru Budi Hartono, said that his side would discuss the tariffs for Electronic Road Pricing (ERP) with the central government.
