List of Goods to Be Declared to Customs Before Traveling Abroad

TEMPO.CO, JakartaIndonesian social media has recently been abuzz with a viral video about goods carried abroad that must be declared to customs so that travelers do not have to pay import tax on their goods when they return home. 

The video was uploaded to social media by Kualanamu International Airport's customs and excise office in North Sumatra following the new policy on carry-on import restrictions.

The video caused an online uproar, as the policy is seen as burdensome for people traveling abroad. The Finance Ministry’s spokesman Yustinus Prastowo, on behalf of the Director General of Customs and Excise, responded to the confusion and misinformation caused by the video on his personal X (formerly Twitter) account.

“We apologize for the inconvenience that occurred and the commotion that arose," he wrote on Sunday, March 24.

Yustinus underlined that not all luggage of passengers traveling abroad needs to be declared, but only high-value items based on the Finance Minister’s Regulation (PMK) No. 203 of 2017. This includes equipment for sports, international competitions, and exhibitions, cultural, artistic, or musical goods, as well as other international activities that bring a lot of supporting equipment from within the country. Everyday items, such as tote bags or shoes, are not included.

Meanwhile, Article 2 of the PMK 203/2017 states that the goods that must be declared at the Customs and Excise Office include :

  • Gold jewelry, pearl jewelry, and other high-value jewelry.

  • Goods to be brought back into the Customs Area

  • Cash and/or other payment instruments worth at least Rp100,000,000 or in foreign currency of equivalent value.

  • Export goods are subject to export duties.

Nirwala Dwi Heryanto, the Director of Communication and Guidance for Users of Customs Services, mentioned that the regulations on reporting luggage before traveling are optional and not mandatory, aimed at facilitating services for passengers who carry certain goods abroad and then bring them back to Indonesia.
