BNPT: Prison for Terrorist Convict to Focus on Deradicalization

TEMPO.CO, Jakarta - Head of National Agency for Combating Terrorism or BNPT, Suhardi Alius, said the special prison for the terrorist convict is needed so the deradicalization program could be focused. The special prison for terrorist convict was also built in Nusakambangan, Central Java, and in Cikeas, Bogor Regency.
“Therefore, we need a particular prison, which is currently in the development process in Nusakambangan, and the police chief has asked to build another prison in Cikeas to replace the one in Mako Brimob,” said Suhardi in a meeting with Commission III of House Representative in Senayan, Jakarta on Wednesday, May 30.
He explained that currently, there are 289 terrorist convicts that widely spread in 113 prisons in Indonesia. BNPT, said Suhardi, needs one exclusive prison for them so the deredicalization program could progress.

Suhardi described the concept of prison for terrorist convicts should be different from general prison. The difference is about the exposure level to radicalism; from the lowest to the highest. “The Ministry of Human Rights and Legal Affairs also complained that the terrorist inmates could infiltrate the regular convicts and wardens,” he said.
Suhardi said what they currently face is ideology. To him, deradicalization towards a radical person needs a long time. The arrest done for years will not immediately change them.
Therefore, Suhardi told BNPT the importance of implementing deradicalization program inside and outside the prison, including the family. “We involved all the stakeholders, even psychologists from universities and social organization, such as NU (Nahdlatul Ulama) and Muhammadiyah. We made them cluster from the heaviest to the mildest so there is transparent a treatment,” he uttered.
He also explained that as many as 325 ex-terrorist convicts have carried out deradicalization program and so far no relapse. Suhardi added that 128 ex-terrorist inmates became the source for BNPT. He complained the deradicalization program that often refused by society.
