Roblox Tightens Rules on Underage User Access

TEMPO.CO, Jakarta - Indonesian Minister of Communication and Digital, Meutya Hafid, said that the online gaming platform Roblox plans to restrict access for users under 13 to offline-only. "Possibly, those under a certain age will be turned off online," Meutya said in a press conference broadcasted on YouTube on Friday, March 27, 2026. The plan is just a proposal submitted to the Ministry of Communication and Digital.

The Golkar Party politician mentioned that her ministry has sent letters instructing eight platforms to implement Government Regulation Number 17 of 2025 on the Governance of Electronic Systems in Child Protection (PP Tunas), which takes effect today, Saturday, March 28, 2026.

However, as of 27 March 2026 at 9:30 PM local time, Meutya stated that only four platforms have responded. Two of them, X and Bigo Live, have complied with the regulations and are considered fully cooperative. Meanwhile, two other platforms, Roblox and TikTok, are still in the partially cooperative category.

Regarding TikTok, Meutya stated that the platform promised to gradually deactivate the accounts of users under 16 years old. Additionally, Meutya announced that TikTok will reveal its operational roadmap for users aged 14-15 today.

As for the platforms that have complied, like X, Meutya stated that they will start deactivating accounts of users under 18 years old today, Saturday, March 28, 2026.

Aside from deactivating underage accounts, Meutya announced that Platform X has changed its minimum age requirement to 16 years old. She mentioned that this change has been in effect since March 17, 2026, as stated on the help center page.

Meutya announced that Bigo Live changed the minimum age requirement for users from 13 to 18 years old in its user content agreement and privacy policy. Bigo Live has also submitted a request to update the age limit to the app store.

Meutya stated that Bigo Live will implement a layered moderation system using artificial intelligence and human verification to check the accounts of users under 18 years old.
