Indonesian Police Invite Hong Kong Officers to Explain Protest-Handling Tactics

TEMPO.CO, Jakarta - The Indonesian National Police (Polri) invited the Hong Kong Police to the 2025 Regional Unit Chief (Kasatwil) Parade event held at the Police Mobile Brigade HQ in Cikeas, Bogor, West Java. The Chief of the Indonesian National Police, General Listyo Sigit Prabowo, stated that the Polri hopes to learn from the Hong Kong Police in handling mass protests.
"We invited speakers from the Hong Kong Police to find models for handling protests," Listyo said in his address, quoted from a live broadcast on the Polri TV Radio YouTube channel on Monday, August 24, 2025.
He also mentioned that the Polri plans to change its protest handling model from one that focuses on controlling the crowd to one that serves the people. "Especially for our brothers and sisters who are exercising their right to freedom of expression," he said.
Listyo also hoped that Polri could discuss the most appropriate concept for dealing with mass riots in protests with the Hong Kong Police. According to him, this is important to prevent adverse effects on public safety and order, as well as the potential disturbance of public facilities.
Listyo claimed that the Polri already has a concept for dealing with mass riots during protests. He stated that the concept, which has been used to maintain the continuity of the public sector and economy, still needs to be reviewed. "This will be part of our evaluation and discussion in the Regional Unit Chief Parade," Listyo said.
Some time ago, there was public pressure to reform the police following large protests at the end of August 2025. At that time, various parties criticized the Polri for abusing its authority in handling the protests.
In response to the pressure, the government formed the Police Reform Acceleration Commission chaired by Jimly Asshiddiqie. President Prabowo Subianto inaugurated 10 commission members with legal backgrounds, retired police personnel, and active Polri members on Friday afternoon, November 7, 2025.
This year's Regional Unit Chief Parade is themed 'Professional Transformation of the Polri for the People.' The Regional Police Chiefs and Precinct Police Chiefs will spend the next three days in tents. Jimly also attended the opening parade today.
