TEMPO.CO, Jakarta - Former Governor of West Java Ridwan Kamil confirmed that his house was searched by the Corruption Eradication Commission (KPK) today on Monday, 10th March 2025. KPK conducted the search at Ridwan Kamil's house on Gunung Kencana Mas Street, Ciumbuleuit, Bandung City in a case related to the corruption of advertising funds at the Regional Development Bank of West Java and Banten or Bank BJB.
"It is true that we were visited by the KPK team related to the case at BJB," said Ridwan Kamil or commonly known as Kang Emil in a written statement on Monday evening.
According to the former Jakarta gubernatorial candidate, he was cooperative and ready to assist the KPK in investigating the corruption case at Bank BJB. "The KPK team has shown an official assignment letter, and we as law-abiding citizens are very cooperative and fully assist the KPK team in a professional manner," he said.
However, Ridwan was reluctant to provide further details about the search of his house. He claimed that he did not want to preempt the KPK by providing more information. "We cannot preempt the KPK in giving further details. Please direct any other related questions directly to the KPK team," he said.
On Monday, 11th March 2025, the Law Enforcement and Execution Deputy conducted searches at several locations in Bandung, West Java in the investigation of advertising funds corruption at the bank. One of the places raided by the KPK was Ridwan Kamil's house on Gunung Kencana Mas Street, Ciumbuleuit, Bandung City.
"The search in the Bandung area related to the BJB case did take place," said Deputy Chairperson of the KPK, Fitroh Rohcahyanto when contacted by Tempo on Monday.
Fitroh confirmed that one of the locations searched was the former West Java Governor Ridwan Kamil's residence. "That's correct."
Prior to this, the KPK had issued an investigation order to investigate the alleged corruption of the BJB advertising funds. Regarding information about other law enforcement agencies handling the BJB case, Setyo revealed that the KPK's Director of Investigation and the Task Force would coordinate in follow-up actions.
"Yes, because we have issued the investigation order and if we are informed that other law enforcement agencies are also handling the case, the Director of Investigation and the Task Force will coordinate," said Setyo when met at the Anti-Corruption Education Center on Wednesday, 5th March 2025.
He stated that decisions would be made after coordination between the KPK and other law enforcement agencies handling the same case. According to the information received, the Regional Police and/or the West Java High Prosecutor's Office were said to be handling the corruption case at BJB.
As for the follow-up regarding the five suspects, Setyo said it is the authority of the investigators, the Director of Investigation, and the Law Enforcement and Execution Deputy. The five suspects obtained by Tempo include two BJB officials, and the leaders of three advertising agencies, one of which is PT. CKSB.
The state losses in the BJB case have been outlined in a specific purpose examination report numbered 20/LHP/XVII.BDG/03/2024 which was issued on 6th March 2024. The document contained the results of the audit of several activities of the Regional Development Bank of West Java and Banten for the 2021-2023 fiscal years. Among them, the realization of product promotion budget management and advertising expenditures reached Rp 801 billion.
The focus was on the allocation of media advertising expenditures amounting to Rp 341 billion. The document mentioned that Bank BJB engaged six agency companies as intermediaries with media companies.
An audit by the Supreme Audit Agency (BPK) detected a leakage of Rp 28 billion. This amount resulted from the real value received by the media being significantly different from the expenses of Bank BJB. Out of the Rp 37.9 billion billed to Bank BJB, only Rp 9.7 billion for television advertising could be confirmed. This disparity was considered unusual, as the contract document stated that the agency's commission was only 1-2 percent of the actual advertising value.
