Indonesia's Lemhanas Seeks Additional Budget for Overseas Study Program in Europe

TEMPO.CO, Jakarta - The National Resilience Institute (Lemhanas) has requested the House of Representatives (DPR) for an additional budget in the upcoming 2025 revised State Budget. The government currently allocates Rp187.08 billion for Lemhanas in the 2025 State Budget Bill.
Acting Governor of Lemhanas, Lieutenant General Eko Margiyono, said the additional budget is necessary to support the Overseas Strategic Study (SSLN) program in several European countries.
"It’s crucial for us to study in Europe and sets Europe as a benchmark. Moreover, these past few years the SSLN program was focused on Asian countries,” said Margiyono in a hearing with DPR on Thursday, September 12, 2024.
Margiyono said the study in Europe aims to improve prospective national leaders’ outlook and the quality of strategic studies of all related ministries and institutions.
"We hope for changes in the education budget in the upcoming revised 2025 State Budget,” he said.
Lemhanas proposed an additional budget of Rp68.8 billion to run the overseas study program. If DPR approves the proposal, Margiyono said, the overseas study will expand to the United States and Canada, in addition to Europe.
"If the additional budget is not approved, the farthest we go is within Asia," he said.
Lemhanas Deputy for Education, Air Marshal Andi Heru Wahyudi, said the United States, Portugal, Czech Republic, and Switzerland are chosen as destination countries for the SSLN program.
In addition to overseas study, Lemhanas will also send participants to take part in the Short Education Program (PPSA) in several European countries. Lemhanas would require Rp26 billion for this program. "The PPSA is planned for the United Kingdom, Belgium, Canada and Denmark. We need a fairly large budget," he said as quoted by Antara.
Member of Commission I of DPR from the PDIP faction, Sturman Panjaitan, asked DPR to consider the proposal next period. "The proposal needs to be considered. Lemhanas’ overseas strategic study program still focuses on Asia and fell behind the military’s Command and General Staff College in Europe,” he said.
