Indonesia Taps Singapore's Raffles Education to Boost Education Investment

TEMPO.CO, Jakarta - Indonesia’s Investment Minister Rosan Roeslani inked a memorandum of understanding (MoU) with the Chairman and CEO of Raffles Education Ltd, Chew Hua Seng, on the Promotion of Investment Potential in the Education Sector during the minister’s visit to Singapore on Tuesday, August 27, 2024.
Rosan explained the MoU is intended to facilitate the potential of investment in the Indonesian education sector. The former head of the Indonesian Chamber of Commerce and Industry (Kadin) expected the agreement to push for a quality education that lines up with the required manpower in Indonesia, especially in the Nusantara Capital City (IKN).
“Hopefully, the MoU could strengthen the relations between the two parties and expand the collaboration (between Singapore and Indonesia). This includes conducting joint studies to explore investment opportunities in the education sector, developing cutting-edge educational facilities. And working together to enhance the capacity of teaching staff, administrators, and local educational institutions,” Rosan said in a written statement received by Tempo on Monday, September 2.
President Joko Widodo or Jokowi previously released a regulation permitting foreign workers to work in the new capital city.
Local workers’ assistance is required for foreign workers, as stipulated under Government Regulation Number 29 of 2024 on the amendments to regulation on Granting of Business Licensing, Ease of Doing Business, and Investment Facilities for Business Entities in IKN.
"Every business entity who employs foreign workers is required to appoint Indonesian workers as companions for foreign workers," as quoted from Article 22 paragraph 2b point a.
In addition, in point b, the regulation provided that business actors or investors who employ foreign workers must provide education and job training for local workers who will assist the foreign workers according to the qualifications of the foreign workers’ positions.
