Indonesia's Jokowi Eyes Excise Tax on Ready-to-Eat Processed Food

TEMPO.CO, Jakarta - President Joko "Jokowi" Widodo passed a new regulation targeting processed food, including ready-to-eat options, with excise taxes to control sugar, salt, and fat consumption. On July 26, he ratified Government Regulation (PP) No. 28 of 2024. This regulation serves as an implementing regulation for Law No. 17 of 2023 concerning Health.
“In addition to determining the maximum limits for sugar, salt, and fat content as referred to in paragraph (1), the Central Government may determine the imposition of excise on certain processed foods in accordance with the provisions of laws and regulations,” reads paragraph (4) of PP 28/2024.
Beyond excise taxes, Paragraph (1) of the same article empowers the central government to establish maximum limits for sugar, salt, and fat content in processed foods, including ready-to-eat options.
The determination of these limits, as stated in Article 194 paragraph (2), will be coordinated by the relevant minister responsible for overseeing human development and culture. This process will involve collaboration with related ministries and institutions.
Furthermore, paragraph (3) clarifies that the establishment of maximum limits will consider risk assessments and/or established international standards.
“We welcome the issuance of this regulation as it provides a foundation for us to collaboratively reform and build a national healthcare system that reaches all corners of the country,” stated Health Minister Budi Gunadi Sadikin in a written statement on Monday, July 29.
Recommended Daily Intake of Salt, Sugar, and Fat
The Health Ministerial Regulation No. 30 of 2013, as quoted from ayosehat.kemkes.go.id, outlines the recommended daily intake of these elements:
Sugar: 10% of total daily energy (200 kcal), equivalent to 4 tablespoons or 50 grams per person.
Salt: 2000 mg of sodium per person daily, equivalent to 1 teaspoon or 5 grams.
Fat: 20-25% of total daily energy (702 kcal), equivalent to 5 tablespoons or 67 grams per person.
