Indonesian Govt to Finalize Positive List for E-Commerce 'Soon'

TEMPO.CO, Jakarta - The Trade Ministry is targeting to finalize the Positive List of foreign goods entering Indonesia through the e-commerce platforms by the end of this month. The positive list provision is provided under then Trade Minister Regulation No. 31 of 2023 on electronic commerce, containing cross-border goods.
The ministry's Director of Electronic Trade Rifan Ardianto stated that at this time, the Positive List is being drafted by the ministry and relevant agencies. "Our target is to finalize it as soon as possible. This month if possible," he said in Jakarta on Thursday, October 12, 2023.
Since the list is currently in the process of drafting, Rifan could not reveal further details on the kinds of goods provided in the Positive List. However, the nature of said goods is unable to be produced domestically and not ones of MSME products.
Earlier, Trade Minister Zulkifli Hasan said that his ministry would conduct a meeting to discuss the Positive List. "Trade Ministry can't draft [the list] by itself," the minister admitted when met on Tuesday. For example, MSME products will be discussed with the Ministry of Cooperatives and MSMEs. Meanwhile, agricultural products will be discussed with the Ministry of Agriculture while the rest are going to be discussed with the Ministry of Industry.
The Positive List provision is related to the marketplace ban on selling imported goods under US$100 directly on cross-border e-commerce platforms.
