Jokowi Set to Ban Sales of Single Sticks of Cigarettes Starting 2023

TEMPO.CO, Jakarta - Indonesia’s President Joko "Jokowi" Widodo is set to ban the sale of out-of-package cigarettes or single sticks starting next year. This ban was confirmed after Presidential Decree No. 25/2022 concerning the formulation of the government regulation was issued.
Section 6 of the Presidential Decree No. 25/2022 noted a Draft Government Regulation (RPP) regarding amendments to Government Regulation No. 109/2012 on the restriction of addictive substances in tobacco products for health.
One of the provisions regulated in the RPP is the ban on the sale of loosie cigarettes. Previous reports suggested that easy access to purchase cigarettes by sticks, not packs, was among the factors that have triggered an increase in cigarette consumption in the country.
Other rules include the percentage of graphic and written health warnings on the packaging of tobacco products and electronic cigarettes or e-cigarettes.
The government will also regulate the advertisement, promotion, and sponsorship of tobacco products in media, and the surveillance measures in broadcasting media, both indoor and outdoor advertising.
Additionally, the RPP will contain the enforcement and prosecution, as well as the implementation of non-smoking areas or KTR.
This policy was initiated by the Health Ministry on the basis of the formation of Article 116 of Law No. 36/2009 concerning Health.
Previously, Jokowi targeted the excise tax revenue from tobacco products to reach Rp232.5 trillion in 2023 after the tax was increased by an average of 10 percent next year and in 2024.
