TEMPO.CO, Jakarta - Jakarta Governor Anies Baswedan has touched on his much-anticipated house ownership program without a down payment, alias the zero DP house ownership, in the Asril Center Management Hospitality and Friendly Meeting at RJA Building DPR RI Kalibata, South Pengadegan, Jakarta, Friday, March 9.
Asril Center is a study institution established by Major General (Ret.) H. Asril Hamzah Tanjung. The center is known to be an avid supporter of Anies' candidacy in the 2017 Jakarta Regional Election (Pilkada).
Anies said his program was not merely a shelter program, and that it could not be compared to to the simple flat rent program (Rusunawa) initiated by his predecessor, Basuki "Ahok" Tjahaja Purnama. “It's a matter of partisanship,” he said.
Anies admitted the Rusunawa program, whose monthly fees were also cheaper than his, provided shelters for the people. Yet he added the flats did not belong to the dwellers.
Anies Baswedan stated more than 50 percent of Jakartans did not become the owners of residential units that they occupied. So there was an imbalance of wealth assets between the residents who rented the units to the people who owned the land and home loans.
On that basis, Anies initiated the purchase of a house without a down payment in a bid to raise the number of Jakartans' house ownership.
“So that Jakartans are carried upward by ‘social escalators’,” he said. “In Jakarta, half of its residents are not carried upward, if this persists it will become a time bomb.”
Anies Baswedan emphasized that his partisanship meant not only rhetorically but also in the mindset. “The mindset is that every policy must create equality, an opportunity for Jakartans,” he said.
