11 Basic Points of Online Ride-Hailing Regulation

TEMPO.CO, Jakarta - The Head of West Java Transportation Department mentioned 11 basic points regarding the Governor Regulation on online ride-hailing operations that will take effect on April 1, 2017. “There are 11 points that need to be aligned in the Governor Regulation which related to the revision of Transport Minister Regulation No. 31,” Dedi said on Tuesday, March 22, 2017.

The 11 aspects, Dedi explained, are classifying the ride-hailing companies as rental transport, have special vehicle permit, have the capacity of the vehicle’s engine, have a fare limit, have vehicle quota, are obligated to be a legal entity, are obligated to conduct annual vehicle test, own an automotive shop, have a vehicle tax management, and must install a digital access in the vehicle’s dashboard.

“The vehicle’s tag will be regulated by the Police,” Dedi said.

The minimum eligible engine capacity will be set at 1,000 CC up to 1,300 CC. Regarding the vehicle’s registration, Dedi explains that it must be registered under a legal entity, “Either under a cooperative or anything, the individuals will conduct the collaboration with the legal entity; based on Law No. 22/2009 on the Public Transportation,” he said.

According to Dedi, the calculation of their upper and lower fare limit will be based on its tariff components. “There are direct and indirect cost components, we’ll agree on that first.”

Meanwhile, the quota of the online ride-hailing vehicles will be regulated based on the demand of each individual region.

Dedi revealed that there is only 10 percent of online ride-hailers that have administered their vehicles in West Java. They have obtained permits to operate in Jakarta, Bogor, Depok, Tangerang, and Bekasi.
