Expert Says AI Guidelines Must Address Three Main Concerns

TEMPO.CO, Jakarta - The Executive Director of ICT Institute Heru Sutadi mentioned three main concerns regarding artificial intelligence or AI usage that must be addressed in the soon-to-be-released guidelines by the Communication and Informatics (Kominfo) Ministry.

The first point was privacy and data protection, followed by the differences in cultures and socio-economic landscape that painted the ethics of AI utilization. "Thus, the government faces a challenge in balancing AI technological advancement and protecting individual rights and social norms," Heru said when called on Monday, Dec. 18, 2023.

The last point was the responsibility issue of AI's decision-making process. "If an AI made mistakes, who will be responsible for them?"

According to Heru, mutual ethics concerning AI utilization must be bolstered to ensure the technology is used for goodness. That way, the government could intervene if artificial intelligence shakes up the country's socio-economic and cultural sectors. "To ensure AI could be held accountable."

However, he said that there is no need for Kominfo to hastily launch the AI guidelines, especially if it will only stipulate matters concerning AI from Kominfo's perspective. AI, according to the expert, will be multisector.

"Thus, the AI guidelines must be discussed by various parties. It's better to take things slow and not be regulated solely by Kominfo," Heru told Tempo via WhatsApp on Monday.

Meanwhile, Vice Kominfo Minister Nezar Patria explained that the ministry will release the guidelines next week. "This December to be certain," he said on Monday.

Earlier, Kominfo minister Budi Arie mentioned that the guidelines would be released as a circular letter or minister regulation. "Depends on what is required," he said on Wednesday, Dec. 13.

The minister also said that his side will learn from other countries who have implemented ethical guidelines on AI first, such as European countries.
