Sandiaga Comments on Jakarta APBD Absorption Only 24 Percent

TEMPO.CO, Jakarta - Jakarta Deputy Governor Sandiaga Uno deplored the absorption of Regional Income and Expenditure Budget or 2018 APBD Jakarta, which is still 24 percent.
According to Sandiaga, the absorption of APBD at the beginning of the year is very slow.
“This is always called the ‘stik hoki' effect, where the initial absorption is very slow and increases at the end,” said Sandiaga at Jakarta City Hall, on Tuesday, June 19.
Sandiaga ensures that it will encourage Head of Regional Device Unit (SKPD) to record programs that can increase absorption, especially at the beginning of the first and second quarters.
"We want a change from this pattern of absorption because it's not healthy," Sandiaga said.
Sandiaga Uno hopes the absorption in the second half of 2018 will be better. Thus, there is no absorption accumulation at the end of the fourth quarter, especially in November and December.
Based on the public site.bapedadki.net, currently, the total absorption of Direct Expenditure (BL) and Indirect Shopping (BTL) is only 24.4471 percent. In fact, the government budgeted the budget allocation in the Budget Implementation Document (DPA) of Rp71.16 trillion. Meanwhile, the absorption of APBD Jakarta only reached Rp17.39 trillion.
Sandiaga explained that the absorption of ABPD Jakarta is often constrained by poor planning. Especially, the issues of land that are not yet available, thus causing the planning cannot be executed.
"For example, if you want to build a building but the land has not been resolved in terms of legality," said Sandiaga Uno.
