TEMPO.CO, Jakarta - Jakarta Deputy Governor Sandiaga Uno has scrapped the planned announcement of the Gubernatorial Regulation [Pergub] on the ownership of zero down-payment houses—on the grounds that there will be two Pergub on the much-anticipated program.
“The first Pergub is on the technical management unit [UPT], and then the Pergub on financing,” he said at the City Hall on Monday, April 16, 2018.
The zero-down payment housing was among the promises Anies Baswedan and Sandiaga made in their campaigns during the past Jakarta gubernatorial race. The pair has been striving to keep their promises upon emerging as victors in the election.

Earlier, Jakarta Governor Anies Baswedan planned to form a management unit [BLUD] to work on the program, but the plans were later suspended as regulations said an UPT had to be established prior to a BLUD.
“The UPT has just been formed today,” Sandiaga said. “Its personnel will be appointed and after that the registration for the zero down-payment houses will be announced.”
Sandiaga Uno said talks on the Pergub on the formation of the UPT had concluded, and that the regulation would be signed by Anies Baswedan. “It was planned [that the regulation would be published] today,” he said.
