TEMPO.CO, Bandung - The deputy directorate of West Java BPJS Kesehatan, Mohammad Edison, said all districts that had arrears have started to pay by installment. "For the old debt, they are willing to pay from DAU (General Allocation Fund), the mechanism already prepared. So they no longer have (arrears)," he said at the BPJS health meeting in Bandung, Wednesday, March 7.
Edison mentioned, there are 3 districts recorded to have arrears on The Social Security Agency for Health (BPJS Kesehatan) for Civil Servants (PNS). "As of last year, 3 districts did not regularly set the budget for the contribution. Initially, the service tariff came from 2 percent of PNS salary, and 3 percent of city administration. For example, they need to pay Rp20 billion a year but only set at Rp5 billion. The regions are Kuningan, Sumedang, and Majalengka," he explained.

According to Edison, starting this year the three regions have been fully subsidized the contributions. "Kuningan has begun since 2016, and in 2017 they had been set. This year, Sumedang and Majalengka will fully contribute. I am grateful," he said.
However, he reluctant to specify the amount. "Each (region) has the report of how many debts they bear, and how many funds to be cut down from DAU. Hope it is not too burdensome," he stated.

Edison said this year repayment by installment to Local BPJS Kesehatan has started effectively. The focus of BPJS Kesehatan in 2018 is to reach the target of Universal Health Coverage (UHC) which is at least 95 percent of the total population to become the participant of National Health Insurance (JKN). A number of efforts have been established including attracting college students.
