The Role of House Speaker Setya Novanto in the E-KTP Graft Case

TEMPO.CO, Jakarta - The role of House Speaker Setya Novanto in the e-KTP graft case was revealed in court during the trial of Andi Narogong at Jakarta’s Corruption Court (Tipikor) on Monday, August 14.
Setya Novanto was said to be present in a number of meetings that were held between Domestic Affairs Ministry officials and House members to arrange the e-KTP project. One of the meetings took place in February 2010 at the Gran Melia Hotel, in South Jakarta.
“The defendant was with Irman (domestic affairs ministry official) to meet Setya Novanto who was the Chairman of Golkar faction, and was the key to DPR’s budgeting,” said Corruption Eradication Commission (KPK) public prosecutor, Eva Yustisiana, during the trial.

This initial meeting allowed Setya to meet with two Ministry officials who are currently named as suspects, Irman and Sugiharto. Setya declared his support for the budgeting discussion of the e-KTP project. They followed-up the meeting with another at Setya’s personal work office in the House of Representatives.
Following those meetings, Andi and Setya came to a deal regarding the amount of budget that will be used for the project and the fees that will be shared among other DPR members. “The budget was agreed to be set at roughly Rp5.9 trillion,” said Eva. Anas Urbaningrum and Muhammad Nazaruddin was also present at the meeting.
Setya Novanto was set to receive Rp574 billion or 11 percent of the project’s total value. Other House members were also set to receive their share that amounted to Rp560 billion in total.
