Telegram Obeys Indonesia; Blocks Terror Content

TEMPO.CO, Jakarta - Telegram founder and CEO Pavel Durov has sent a letter to the Indonesian government offering three solutions to the country's plan to block the app.

In his Telegram channel, Durov made an official statement saying he regrets failing to provide a quick response to the Indonesian Communication and Information Technoligy Ministry's request to regulate contents of terrorism in the app's public channels.

The ministry on Friday said it was preparing for a total closure of Telegram in Indonesia if it did not develop procedures to block unlawful content.

"Unfortunately I was unaware of that request, causing miscommunication with the ministry. To fix the situation, we will implement three solutions," Durov said on Sunday.

Following Duriv's statement, Telegram has blocked all public channels that the ministry reported. He also made a request to the ministry to open a direct communication channel that will allow Telegram to work more efficiently in identifying and preventing terrorist propaganda using its app.

"Third, we are forming a dedicated team of moderators with knowledge of Indonesian culture and language to be able to process reports of terrorist-related content more quickly and accurately," he said.

The ministry has also asked internet service providers (ISP) to block access to 11 domain name system (DNS) by Telegram for its web application for having unlawful contents including radicalism propaganda, terrorism, hate, and disturbing images.
