TEMPO.CO, Pekanbaru - Police gunned down a recidivist of drug cases, Zulfan Efendi, in Kepenghuluan Batu Hampar, Rokan Hilir. The criminal was included in the wanted list put up a fight during the arrest.
"The perpetrator tried to stab a police officer with a knife,” Riau Police spokesperson Sr. Comr. Guntur Aryo Tejo said on Sunday (19/3).
Guntur explained that Zulfan has been targeted for drug cases. Police made a move once they obtained information on the criminal’s whereabouts in Kepenghuluan Batu Hampar. The cirminal refused to open the door to his room when the police came.
"The police asked him to turn himself in, but he was unwilling to do so," Guntur added.
Police finally broke in while releasing five warning shots. Zulfan abruptly attacked them with a knife. They had to shoot him on his right chest and left thigh. He was immediately brought over to the Batu Hampar Community Health Center, but he did not survive.
Guntur said that the shooting complied with the procedures. They were forced to shoot him since he jeopardized the lives of the police. The procedures are mandated by Police chief regulation (Perkap) No. 01/2009 on the use of force in police’s actions.
Batu Hampar Police and Rohil Intelligence and Security Unit explained the procedures to the Zulfan’s family and the people around the site of arrest in order to avoid potential provocation. As a result, the family has accepted the explanation.
