E-KTP Graft (1): Prosecutors Read Out Timeline of Case

TEMPO.CO, Jakarta - Public prosecutors of the Corruption Eradication Commission (KPK) have today revealed the agreements between members of the House of Representatives (DPR), ministry officials and private firms in the procurement of electronic identity card or e-KTP project. The prosecutors said that the agreements have caused Rp2.3 trillion in state losses.

Public prosecutor Irene Putri revealed that e-KTP graft case started after then-home affairs minister Gamawan Fauzi proposed changes to the source of financing from foreign grants/loans (PLHN) to entirely from the state budget (APBN) in 2009. “The proposal was later discussed in a working meeting and a hearing between the Home Affairs Ministry and Commission II of DPR,” she said.

In early February 2010, after a budget meeting with the Home Affairs Ministry, the DPR’s Commission II speaker Burhanudin Napitupulu solicited for money from the Ministry’s director general of population and civil registry Irman for the commission’s budget approval for the e-KTP project. The official agreed to meet the request promising that graft will be given by Andi Narogong, a business partner of the Home Affairs Ministry. The agreement was approved by Diah Anggraini, the Ministry’s secretary general.

Several days later, Andi met with Irman to confirm the agreement. Irman then recommended Andi to meet Sugiharto, former director general of information and administration management of the Home Affairs Ministry. Thereafter, Andi and Irman agreed to meet Setya Novanto to get backing from Golkar Party.

Soon afterward, the two defendants Irman and Sugiharto together with Andi and Diah met Setya at Gran Melia Hotel in Jakarta at 6 am. At the meeting, Setya gave his backing over the deliberations on e-KTP project.

Andi visited Setya once again at his office on the 12th floor of the DPR building after the meeting at Gran Melia. On the occasion, Andi asked for reassurance about the budget for e-KTP project. Setya promised to coordinate the matter with the leadership of other factions at the DPR.

In May 2010, before a hearing with DPR, Irman held talks with Gamawan, Diah, and members of parliament, namely Chaeruman Harahap, Ganjar Pranowo, Taufik Efendi, Teguh Djuwarno, Ignatius Mulyono, Mustoko Weni, Arief Wibowo, M. Nazaruddin, and Andi Narogong, at the DPR’s Commission II room on the first floor. It was agreed at the meeting that the e-KTP project would be funded through the state budget (APBN) in a multi-year contract.
