TEMPO.CO, Jakarta - Riano P. Ahmad, chairman of Commission A of the Jakarta Legislative Council (DPRD), has agreed with a plan to revise Law No. 29/2007 on Jakarta as the Capital City. According to Riano, the revision to the law must focus on asset ownership and infrastructure management.
Riano explained that the ownership of central government's assets retained by the Jakarta administration must be elaborated because it is related to infrastructure management. In relation to the urgency of the bill revision, Riano suggested that the City Council needs to pay attention to the classification of the issues.
"For instance, the management of Senayan and Kemayoran often overlaps. Senayan is managed by the State Secretariat, but the Jakarta administration has the authority to manage parking lots there," Riano explained.
Earlier, acting Jakarta governor Sumarsono proposed a revision to Law No. 29/2007 that governs Jakarta as a special region such as Yogyakarta, Aceh, and West Papua. However, the bill does not elaborate authorities of the Jakarta administration and the central government.
During a work meeting with the Jakarta Working Unit (SKPD) on a tour train to Yogyakarta, Sumarsono said that the Pulogebang bus terminal in East Jakarta is classified as a type A terminal, whose management should be performed by the central government. However, the terminal is currently operated by the Jakarta administration since its development was financed by the Jakarta budget.
