TEMPO.CO, Jakarta - Energy and Mineral Resources Minister Ignasius Jonan said that he has signed the fourth revision to the draft of Government Regulation No. 23/2010 on mineral and coal businesses. However, Jonan said that it has not yet to be enforced before President Joko “Jokowi” Widodo signs it.
“The signing is up to the President,” he said at the Presidential Palace on Wednesday, January 11, 2017.
The revision is related to, among others, raw concentrate exports. The regulation required miners to refine their minerals domestically within five years since Law No. 4/2009 on mineral and coal was issued. However, not all miners were ready to comply with the policy.
Freeport is among the companies who failed to refine its mineral in Indonesia. The company’s smelter, to this date, has not shown a significant progress to meet provisions set forth in the government regulation and the law. It was reported that the fourth revision was set to relax the requirements for mining companies, such as Freeport.
Jonan could not confirm that the revision to the draft bill that he signed would be approved by President Jokowi. Therefore, the minister clarified that the final draft could be different with the one that he signed earlier.
