TEMPO.CO, Jakarta - The National Commission on Human Rights (Komnas HAM) will summon Maj. Gen. (ret) Kivlan Zen by force. The decision was taken after Kivlan managed to evade three previous summons by the Commission.
Siti Noor Laila, member of the Monitoring and Investigation of the Missing 13 Activists in 1997-1999 Team at the Komnas HAM, said that the team has coordinated with the Central Jakarta District Court to summon Kivlan by force.
The Komnas HAM formed a special team to investigate the missing 13 activists in the 1997-1999 riot after receiving complaints from the victims' families on May 7, 2014. The complain was filed after family members saw Kivlan's confession, which was broadcasted on television, regarding the whereabouts of the missing activists.
Siti said that summoning by force is in accordance with Article 95 of Law No.39/1999 on Human Rights. Since he was first summoned last May, Kivlan had never been present in any of the case trials.
Kivlan, on the other hand, has not been able to be contacted for confirmation. Last Sunday, Abdul Rahman Yacob, Kivlan's lawyer, said that Kivlan refused to testify for the Komnas HAM. Last May, Kivlan insisted that he would not reveal facts about the kidnapping and instead reported the Komnas HAM to the Indonesian Ombudsman.
