Legislator: Regional Autonomy Has Not Improved HR Quality

TEMPO.CO, Sorong - Chairman of the House Commission XI Fadel Muhammad assessed that the special autonomy funds for Papua and West Papua so far not been able to improve the quality of human resources.
"The government's commitment give its total attention to Papua and West Papua is to implement Law No. 21 of 2001 on Special Autonomy as amended by Law No. 35 of 2008," said Fadel Muhammad in Sorong, West Papua, on Thursday, August 27.
In 2013, the national human development index had reached 73.80 percent while the two provinces were below that figure, for Papua and West Papua are respectively 66.23 and 70.62.
According to Fadel, the cause is due to allocation of funds lacking focus so it does not produce optimum output. In addition, it is caused by inadequate development planning which led to problems in implementation and monitoring.
"Due to geographical factors, the availability of infrastructure and of human resources," said Fadel.
According to him, the integrity of local officials also need to be upgraded. In 2011 there were 84 cases of corruption.
Papua has a large space for irregularities budget. Experience shows there are three chief areas in Papua have to deal with the law.
