Jokowi Involves Bappenas to Accelerate Budget Absorption

TEMPO.CO, Jakarta - President Joko "Jokowi" Widodo asked the National Development Planning Ministry (Bappenas) to participate in the signing of the budget implementation list (DIPA) with the Finance Ministry starting next year.
"[The DIPA] is aimed at accelerating budget absorption," Bappenas head Andrinof Chaniago said at his office in Jakarta on Wednesday, July 29, 2015.
Andrinof explained that budget absorption could be accelerated by better planning, adding that the legal basis to draft the regulation was being prepared as a part of a plan to assign Bappenas with a budget implementation supervision role.
Andrinof added that the cooperation between the Finance Ministry and Bappenas in terms of budget planning would accelerate the realization of capital expenditure. He revealed that the idea of the plan was to improve planning for the budget implementation and fiscal years.
Andrinof admitted that the plan to involve Bappenas in talks related to DIPA was adopted from a system applied during late President Suharto's era. According to Andrinof, the government is building a system related to planning.
Jokowi also asked Bappenas to supervise project development readiness, by conducting feasibility studies, certifications and detailed engineering design, before a project can be included in the State Budget.
