Govt Utilizes LIPI to Carry Out Project Planning Study

TEMPO.CO, Jakarta - The Agency for the Assessment and Application of Technology (BPPT) and the Indonesian Institute of Sciences (LIPI) will be utilized to conduct planning study of several strategic infrastructure projects in 2016.

“Several projects, such as power plants, shipyards and ports, have been prepared for that,” said Coordinating Maritime Minister Indroyono Soesilo on Monday, adding that the government prioritizes domestic agencies and project consultants compared to foreign companies.

According to Indroyono, national resources are actually capable to increase local content in planning study. Budget for planning study has been at two to five percent from project budget total, but the effect can reach 90 percent from the entire development process.

If the planning is carried out by a national agency, procurement of goods and services can prioritize domestic products. “So far, if the study is conducted by foreign, the procurement all comes from abroad,” said Indroyono.

For information, before groundbreaking, a project must go through several planning steps; they are term of reference, feasibility study and detail engineering design.
