BPK Suspects Violations in Rp1.25tn Equity to Bank Mutiara

TEMPO.CO, Jakarta - The Supreme Audit Agency (BPK) chairman Hadi Purnomo said that the Rp1.25 trillion equity disbursement to PT Bank Mutiara—formerly bank century—made by the Indonesia Deposit Insurance Corporation (LPS) at December 23, 2013, leads to the violations. BPK's findings have been reported to the House of Representatives on April 17.

"There are reasons to suspect that LPS' temporary equity process to Bank Mutiara was not in accordance with the laws," Hadi said when met at the CPC building, Jakarta, yesterday.

According to Hadi, BPK found that Bank Mutiara's capital adequacy ratio (CAR) per June 30, 2013 stood at minus 3.16 percent. However, on July 31, 2013, its directors reported to Bank Indonesia (BI) that the bank has met the 11-percent minimum capital requirement (KPPM). But a few days later, the bank reported again that the its KPPM was at 0.55 percent.

BI's examination dated November 28, 2013, Hadi said, found that in order to meet the minimum capital requirement, Bank Mutiara needed Rp1.5 trillion. This calculation was based on the banks KPPM position on October 10, 2013, which was 5.43 percent.

LPS then held the Financial System Stability Coordination Forum (FKSSK) meeting on December 16, 2013 to discuss about the temporary equity for Bank Mutiara. In the meeting it was decided LPS are welcome to take necessary steps as provided by law.

However, the BPK discovered on December 23, 2013 that BI had issued a letter saying that LPS must deposit at least Rp1.25 trillion to meet the 14-percent minimum capital requirement. LPS agreed.

LPS' corporate secretary Samsu Adi Nugroho said the temporary equity for Bank Mutiara was made under BI's request. "The equity went through discussions and examinations by the supervisor (Bank Indonesia) with Bank Mutiara's management," Samsu told Tempoyesterday. The LPS, Samsu said, has been cooperative with the BPK. "We have conveyed all information. If this is the result, we appreciate it."
