TEMPO.CO, Jakarta - Yuli Mumpuni, Secretary of the Youth and Sport Ministry, said that the issue currently happening to the Indonesia Anti-Doping Institution (LADI) has nothing to do with administration. She believed that LADI has no budget allocation because it had no working program.
"We have sought for solution since last May," said Yuli. She stated that LADI and the Ministry have had a meeting on April discussing both working program and its budget. At that time, the ministry attempted to seek for solution so that the officials and LADI can keep on working.
Moreover, Yuli explained that financial issues surrounding LADI not only lies on the working program, but the fact that offical salary were paid using the funds allocated for the work program.
For example, if LADI runs a doping test with a budget of Rp 500 million (around US$49,677), salary for the officials will be taken from the that budget as well. "This is the mechanism that we are trying to change," she said.
In the future, the ministry expected that LADI's official salary will not be dependent on working program but taken from a specific allocation on the State Budget similar to other civil servants.
