TEMPO.CO, JakartaThe World Water Forum Summit (WWF Summit) in Bali discussed the necessity of early warning systems in various parts of the world. Head of the Meteorology, Climatology, and Geophysics Agency (BMKG) Dwikorita Karnawati emphasized that the Aceh tsunami tragedy when Indonesia did not have an early warning system must never happen again.

The 2004 Aceh tsunami happened at a time when many Indonesians were clueless about tsunamis. “Even I as a geologist, only know from textbooks what exactly was a tsunami. And when it happened, it was like we lost our minds,” said Dwikorita, who also serves as the Executive Council of the World Meteorological Organization (WMO) in the 8th High-Level Panel with the topic "Early Warning for All", Tuesday, May 21, 2024.

Hundreds of thousands of people were killed during the disaster in Indonesia and across the world, with a loss estimated at billions of dollars. From this catastrophe, Dwikorita said, Indonesia learned many things, including the addition of tsunamis to the student learning curriculum at schools. The government of Indonesia also developed a digitalized early warning system and passed the Disaster Mitigation Law No. 24 of 2007.

Reflecting on the experience, the panelists encouraged international cooperation and collaboration to realize "Early Warning for All". The panelists from various international organizations including the Asia-Pacific Water Forum, WMO, and UNESCO exchanged views and experiences regarding early warning systems.

On the same occasion, the Egyptian Minister of Water Resources and Irrigation, and Chairman of the African Ministerial Council for Water (AMCOW) Hani Atef Nabhan Sweilam recounted his success story of implementing the early warning system in Africa.
