Sri Mulyani Targets to Build NLE at 14 Ports Across Indonesia

TEMPO.CO, Jakarta - The Indonesian Government planned to build the National Logistic Ecosystem or NLE to support and improve the logistics industry and its distribution. Finance Minister Sri Mulyani said that NLE is targeted to be implemented at 14 ports and airports in the country. 

They also planned to expand to digital technology to ease businesses in accessing information regarding regulations, processes, and requirements.

“We'll also continue to expand [the project] by using digital technology. There are around 10 services and programs, and 15 ministries or institutions that collaborate with NLE," she said in a working visit and dialogue with entrepreneurs at PT Samsung Electronics Indonesia, on Friday, Jan. 27. 

Sri Mulyani explained that NLE is stipulated in Presidential Decree No.5/2020 to simplify business bureaucracy in Indonesia. It aims to create a more competitive business atmosphere, in terms of time, speed, and cost. “This is what we'll get through the simplification of collaboration in logistics, digital payment service, as well as protecting and organizing our spatial,” she said. 

Through digital technology support, Sri wishes that the industrial and port areas can be the face of Indonesia in establishing businesses. Therefore, Customs must facilitate the monitoring industry, as well as provide protection and anticipate unwanted occurrences. 

“There may be bad things such as drugs, and so on. So, it must be monitored but it can't be a reason to hamper businesses. Especially to those who work to improve the industry and also to improve our economic performance,” Sri Mulyani remarked.

Previously, Coordinating Minister for the Economy Airlangga Hartarto also iterated that NLE is hoped to be able to improve national logistic efficiency by integrating government regulation with logistic platforms that are already operating.

Airlangga said that the NLE action plan until December 2022 had reached 90.5 percent of the total 42 action plans. The NLE services have been implemented at the ports of Tanjung Priok, Tanjung Emas, Tanjung Perak, Belawan, Makassar, Batam, Balikpapan, Merak, Samarinda, Kendari, Dumai, Palembang, Pontianak, and Lampung.

One of the NLE services is the Customs and Quarantine Single Submission (SSm QC), which is the process of joint inspection between the Customs and the Quarantine departments. This service has reportedly managed to efficiently reduce the time by 22.37 percent from the whole process, and reduce the cost by 33.48 percent or Rp191.32 billion.
