Jakarta Flooding Mitigation to Adopt 1973 Master Plan

TEMPO.CO, Jakarta - One of the priorities from Heru Budi Hartono after being sworn in as Acting Governor of Jakarta is to meet with the Public Works and Public Housing Minister Basuki Hadimuljono to tackle the capital city’s notorious flooding

A number of projects will be carried out between the two government agencies, two prominent programs include the normalization of rivers and the construction of a massive embankment on the north coast of Jakarta.

Cited from the Ministry’s website, a master plan for handling flooding problems in the city is currently being formulated thoroughly from upstream to downstream.

"The duties and functions of all parties need to be translated in the field into shared roles and responsibilities," said Minister Basuki.

Basuki explained that the key to Jakarta’s flood management is to return to the master plan for the Jakarta Flood Control System which was initially drawn up by the Netherlands Engineering Consultants (NEDECO) in 1973.

The Masterplan has been reviewed twice throughout the city’s history, namely in 1997 by the Japan International Cooperation Agency (JICA) and in 2007 through the Jakarta Integrated Flood Management Program (JIFMP).

In 2020, the PUPR Ministry also signed a Memorandum of Understanding (MoU) with the Jakarta Provincial Government to handle the critical 33.2 kilometers of coastal embankment touted as the National Capital Integrated Coastal Development (NCICD). 

Of the total length, 10.82 km is under the authority of the Ministry of PUPR and another 22.11 km is under the authority of the Jakarta Provincial Government.

Up to this year, the PUPR Ministry has worked on the handling of 3.75 km of embankments. While the remaining 7.07 km is in the auction process and is aimed for completion in 2024.
