TEMPO.CO, Jakarta - SETARA Institute strongly criticized the formation of a team dedicated to the nonjudicial settlement of severe human rights violations (PPHAM team), saying that nothing can be expected from the team, which is a byproduct of Presidential Decree No.17/2022.
“There is not much hope from the team that Jokowi formed,” said Setara Institute chairperson Hendardi on September 21.
He believes that the formation of such a team under the President’s decree will only give impunity to subjects who commit various human rights violations. Hendardi also fears that this team will only whitewash the crimes committed by perpetrators.
Moreover, Hendardi argues that the Presidential Decree is not Jokowi’s way of taking constitutional responsibility or fulfilling his promises to solve past violations against human rights, but is rather Jokowi’s way of pretending to take responsibility on the sensitive matter.
“This Decree is a collective whitewashing on various past human rights violations and also acts as an instrument to silence and hamper [the voices of victims and public],” he explained.
He said non-judicial settlements must be preceded by efforts to reveal and solve the truth, verify the visibility of legal settlements, and work without rushing to get results.
Hendardi believes that the people surrounding the President had contributed to the issuance of such as Decree. "This certainly will not be possible and it is impossible for the team formed by Jokowi to do this," he said.
