Anies Baswedan Allows Jakartans to Build Four-Storey House on Conditions

TEMPO.CO, Jakarta - Jakarta Governor Anies Baswedan allowed city residents to build a house with four floors in order to optimize land so long it does not harm the environment.
“[It’s allowed] for optimization of the land and we hope this can encourage multi-family ownership of the same building,” said Anies at the Jakarta City Hall on Wednesday, September 21, 2022, as quoted from Antara.
According to him, the four-storey house could be inhabited by two or more families or is known as a flat house. This is regulated in Article 135 of the Governor’s Regulation No. 32 of 2022 on Jakarta’s detailed spatial planning (RDTR).
Anies, however, asked residents willing to establish four-storey houses to pay attention to the environmentally friendly housing concept, such as by creating a roof garden as a green open area, a roof floor as a water reservoir or common area, and a terrace with at least one-meter width.
In the Governor's Regulation, Anies Baswedan prohibited residents living in flat houses from using groundwater if the water network is available in the area. Residents are also suggested to provide infiltration wells or retention ponds to collect rainwater.
