ICW Slams DPR over Irrational Budget for Curtain Replacement

TEMPO.CO, Jakarta - Indonesia Corruption Watch (ICW) researcher Egi Primayogha assessed that the budget for the replacement of curtains of official residences submitted by the House of Representatives (DPR) in the 2022 State Budget, which amounts to Rp48.7 billion, is irrational.
The figure is intended for 505 houses of House members. This means each house costs around Rp96 million for curtains and blinds. “This certainly doesn’t make sense,” said Egi in a written statement on Tuesday night, March 29.
ICW attempted to calculate the costs for the purchase of curtains and blinds assuming there are 10 installation points in one house and the price of curtains is estimated at Rp10 million and of blinds at Rp10 million per house, “the total is thus Rp20.2 billion,” said Egi.
If using the highest price at Rp2 million for each curtain and blind, one house will cost Rp20 million. As the calculation uses the highest price, there is an opportunity for the DPR Secretary-General to save the budget. “Especially amid the lingering COVID-19 pandemic,” Egi underlined.
On this basis, ICW urged the DPR Sec-Gen to disclose the procurement documents as mandated in Article 15(9) of Law No. 1 of 2021 concerning the public information service standards related to the procurement of goods and services that must be provided and announced periodically.
ICW also demanded DPR Sec-Gen to temporarily suspend the procurement process which is currently in the administration, qualification, technical, and price evaluation stage. The decision-making and announcement of the tender winner is scheduled for April 1, 2022.
