COVID-19 Task Force Issues Circular on Travel Requirements via Air, Land, Sea

TEMPO.CO, JakartaThe COVID-19 Task Force issued a Circular Letter No. 21 of 2021 regarding provisions for domestic travelers during the pandemic. The policy was passed on Wednesday, October 20, and has been uploaded to its official page covid19.go.id today, October 21.

In general, travelers are required to use the government’s COVID-19 tracing mobile app PeduliLindungi. In particular, the circular stipulates travel requirements via each mode of transportation.

Would-be passengers of air transport from and to Java, Bali, or regions under PPKM Level 4 and 3 as noted in the Home Affairs Ministerial Instruction are mandated to show a vaccination certificate of at least the first dose and a negative result of RT-PCR test taken within 2x24 hours before departure.

The two requirements are also valid for would-be passengers of sea and land transport, private or public vehicles, from and to Java, Bali, or  or regions under PPKM Level 4 and 3 as noted in the Home Affairs Ministerial Instruction. However, they are allowed to show a negative result of an antigen test taken within 1x24 hours before departure.

As for travelers using air, sea, and land transport, from and to regions outside Java, Bali, and regions under PPKM Level 1 and 2 as stipulated in the Ministerial Instruction, they are required to bring a negative result of RT-PCR test taken within 2x24 hours before departure or an antigen test taken within 1x24 hours before departure.

The travel requirements, however, were exempted for people with routine trips in an agglomeration area. The mandatory vaccination certificate is also not valid for children aged below 12 and drivers of logistics vehicles and other goods transport traveling within regions outside Java and Bali, as well as travelers with special health conditions or comorbid diseases that prevent them from receiving COVID-19 vaccines. However, they are required to attach a doctor's letter from the Government Hospital.
