PDIP Slams Anies Baswedan for Exceeding Authority on Formula E

TEMPO.CO, Jakarta - Gilbert Simanjuntak, a member of the Jakarta Legislative Council (DPRD)'s Commission B overseeing economy, said Jakarta Governor Anies Baswedan had exceeded his authority as governor by issuing Gubernatorial Instruction or Ingub No. 77 of 2019.
The instruction was addressed to the city’s Youth and Sports Agency to support the preparations for Formula E 2020.
According to the PDIP politician, the instruction was not in line with the regulation above. “The Ingub issuance exceeds the governor's authority related to [the budgeting for] a multi-year event,” said Gilbert in a written statement on Monday, September 13.
The policy in question is Government Regulation (PP) No. 12 of 2019 concerning Regional Financial Management. Article 92 (6) states that the period of budgeting for multi-year activities must not exceed the end of the regional head's term of office.
The city’s Youth and Sports Agency had reminded Anies about PP 12/2019 through a letter on August 15, 2019, noting a report on the planned event of Formula E. A source told Tempo that the letter was a report on the draft memorandum of understanding (MoU) on the international racing event.
In the letter, the agency also reminded the city administration to allocate the event budget as promised after the MoU was signed. Otherwise, it would be considered as default and could face a lawsuit at International Arbitration in Singapore.
After the letter was issued, Anies Baswedan signed Ingub 77/2019 on August 27, 2019. Gilbert criticized Anies' decision for the instruction issuance that contradicted the rules on PP 12/2019.
