Emergency PPKM; Mandatory STRP Applied to Online Ojek Drivers, Passengers

TEMPO.CO, Jakarta - The Jakarta Transportation Agency required online ojek and taxi drivers, as well as passengers, to have a worker registration certificate (STRP) while operating and traveling in the capital during the Java-Bali emergency state of public mobility restriction (Emergency PPKM) period.
“So when they cross the road closure, they can present STRP and vaccination card. The passenger must also be able to show the STRP as well,” said Jakarta Transportation Agency Head Syafrin Liputo on July 10.
In the online transportation platform, such as Gojek, drivers could cancel orders if would-be passengers do not carry STRP.
During the Emergency PPKM period, the Jakarta Transportation Agency continued to tighten the people’s mobility, ranging from private vehicles to mass transport, including online ones.
The online ojek drivers' community dubbed Garda, meanwhile, objected to the Transportation Ministry’s regulation that required drivers to carry STRP during the Emergency PPKM which lasted until July 20.
According to Garda, online ojek drivers are not employees of the platform company but partners. They are only tasked to receive and deliver orders coming in through the app.
“We don't agree with the STRP policy because online ojek are not employees,” said Garda chairman Igun Wicaksono as quoted from Bisnis.com on Tuesday, July 13.
