Govt Claims Amdal Requirement Only Simplified, Not Erased in Omnibus Law

TEMPO.CO, Jakarta - The Indonesian government assured that the environmental impact analysis (Amdal) is still contained in the Omnibus Job Creation law as a basic requirement for businesses to fulfill before establishing a business.
Coordinating Economic Ministry Secretary Susiwijono Moegiarso explained that the Amdal rule was only being simplified.
“The Amdal is not erased but will still exist, however, the process is made to be much more simpler, which makes the time and cost to do so more efficient,” wrote Susiwijono in his written statement on Friday, October 9.
The changes in the Omnibus Job Creation Law re-establish the role of an Amdal report, which Susiwijono said is a technical document and scientific study on environmental feasibility used as a business requirement.
However, three steps that need to be taken to obtain the Amdal have been slashed, which include requirements for environmental document process, environmental approval, and business licensing. Compared to the old rulebook, the new rules stated in the Omnibus Law will see environmental permits be a single aspect of requirement with business permits, unlike the previous rule that separated the two.
